- Determine future needs of Airport
- Identify sustainable methods to enhance airport revenues

Identify potential areas for future self-serve fuel facilities
- Identify potential terminal building locations, including a possible extension to, or reuse of the Daniel Webster building
- Identify potential uses for the development of India Ramp
- Provide a plan that graphically combines the airside and landside critical areas, and environmental and sensitive areas to assist in identifying suitable areas for future airport development
- Prepare a short, medium and long-term implementation plan and schedule for recommended improvements
- Update the Airport Layout Plan
